Abstract
The potential for disasters and large-scale catastrophes exists in all communities. Hospitals / healthcare organizations (HCO's) and local public health agencies, emergency management and public health state agencies, and the federal government are principal stakeholders for contributing to an effective community response. The organizational culture within and across these institutions relies on appropriate disaster planning, training, communication, learning and adaptation. This literature review provides a synthesis of disaster preparedness literature concerning some of the key challenges these organizations face to appropriately manage disasters. It is timely to consider how hospitals, public health agencies at the county and state level, and the federal government understand and engage to build improved resilience.
